Where leap years come from where do they get the extra hours that holds up an extra day once at every four years

A year is period of time which takes the earth to have a complete full Rotation .The most accurate results says that finished its rotation 356 days 5 hours and 48 minutes . 

In each year 5 hours and 48 minutes are uncounted and each fours years passed that is added as an extra Day.

The calculations were always exact during the Reign of Julius Ceaser. The Roman Calendar consists of only 355 days every 2 years they add an extra month of 22 days but as time went by the Romans noticed the calendar is way back behind change of seasons and had to be improved and Ceaser gave his astronomers to correcting the existing Calendar  and in 45 BCE.

They proposed an new version adding extra day in each four years this how the leap day is initially introduced an year with extra day is called "Bis Sextus" Which means the second sixth. In ancient Rome they Celebrated the New year in March 1st which why they added the leap Day at the end of February .

The New calendar is called Julian after Julius Ceaser but at that time February has 29 days in common years and 30 days at leap year it get shorter because of Ceaser's Grand Nephew Octavius Agutus started ruling the Roman Empire he wanted to August the month named in his Honor which has long and important as the month July which has 31 days that's why they made February shorter  to as 28 days in normal days and added a extra day in August as 31 days. But the calendar we use now is different from calendar Julian 15 Centuries later it became obvious later it is also quite exact. 

Astronomers noticed that the spring equinox occurs happened much earlier than the March 21 they put in the Calendar. Today it is necessary to correct the Julian Calendar.

If January 1St is on Monday in an non leap year then it will be it will Tuesday in the following year that is non leap year. In a leap year the day if January 1St is on Monday in Non leap year in the following leap year the January 1St is on Wednesday which it is leaping over a day in process thats why it is called as a Leap Year. In 18th Century the essay has been written by an German "Consolations for the Unfortunates Born on the 29 of the February" this book suggested the detailed scheme of how should they celebrate the birthday every year .Those who are born before 6 am can celebrate their Birthday on Feb 28.Those who are born on Evening can celebrate on March 1.Those who are born on  between 6 am and 12 Noon can celebrate party on 2 years on 28 February and and celebrate 3rd year on 1 March amd the rest born after mid day and before 6pm can celebrate their birthday in february 28 in 1st year and march 1st on two years seems bit complicated but never bored.

There are some Rituals and Traditions about leap year. In 19 Century a marriage tradition became popular usually men had to bend and propose to the women. But in a leap year Women can propose to the Men they can send post cards proposals and wait for an answer. That women can propose men once in every four years.

The Queen Margaret of Scotland decrete the law the Man who refused the proposal would be fined but they don't want to pay a fortune 

Just a kiss and a silk dress with 12 pairs of gloves this tradition still exist in candanavian countries. A lot of women wait for a leap day to propose their boy friends.

 Leap years are also chosed to hold one of the main sports events the olympic games the sports community holds on to their tradition offered by the ancient greeks they decided that such a great event shouldn't happen too often just once in four years

For Every Hundred years once no leap year is added by this it creates an impact on days so we add leap year for four years once.
